At night, the ruble exchange rate to the local manat is not very profitable, I do not recommend it. During the day, it's normal. One of the few places where you can exchange cash rubles (also local VTB). The exchange rate of buying back rubles is better here than in VTB (during the day!).

I changed dollars and rubles there. If the dollar is changed at a more or less normal exchange rate, then the ruble at the official exchange rate of 1 manat for 51 rubles, they exchange 1 manat for 67 rubles. They do not change rubles comme il faut at all.
