At the same time, people are standing in the aisle, blocking the scoreboard and the operators, blocking the approach to them. I think that it is the job of the guard to arrange the people so that people do not crowd the aisle and do not interfere with the work of the bank. And it was clearly not his job to issue coupons (once they came in, the electronic queue terminal was deployed in a corner, so only the guard had access to it at all). There should be a hall administrator in the bank who should help with electronic queue coupons.
