He rudely refused the service of issuing a SIM card due to the fact that the photo in the passport is slightly blurred (all passport data are clearly visible and readable). In the next, first center they came across, they issued a SIM card without any problems. Please take a closer look at the staff, and do not hire fat, dissatisfied people who do not attract a clientele, but on the contrary!
