"Up to" usually means that all values less than the specified ones are included. For example, if it says "up to 4 years old", then this includes all children who are from 0 to 3 years old inclusive. The wording "under 4 years old" may imply that children who have turned 4 years old no longer fall under this rule. "By" — in Russian often means the inclusion of the specified value.
