It would be more effective to publish information in the media about the results of raids to catch violators of the rules of keeping and walking animals. Because it's blatant arrogance to walk dogs in the center of the capital. And not only in the central square, but also in Gorky Park, such subjects periodically appear, ignoring warnings!
