In general, a normal bank. All the operators I've had to communicate with know Russian. They work promptly. I'm lowering the score for queuing. The electronic queue is diluted by people who constantly violate it + employees themselves squeeze in their customers without queuing. Amazing! But you can't withdraw money from an ATM without a fee. Even dramas are removed with a 0.5% commission.
