The mall is impressive for a small, shrimking city next to a border that is closed to everything but foot traffic.

All the necessary shops under one roof + several food outlets and a huge grocery store on the ground floor. There is a bus stop nearby, which makes it even more accessible. I wasn't on the observation deck.

Keskus is very powerful, probably one of the best in Estonia.
There are also entertainment such as Bowling and a cinema, many shops, a children's room and a planetarium, and there are frequent events with live music or DJs.
In general, the center is excellent, but there are also standard problems, regular repairs. which are held in broad daylight , constantly hanging out in the center of the punks...
