Yes, there are high-rise buildings around, but they are all empty, since no one will pay such rent to crazy realtors. About the shopping center itself - it is half-dead, rather dead, there is silence and 0 life inside (insurance, English, driving school, and an eternally empty children's room) In general, you need to take a good grip on this shopping center to revive it.
