Local utilities are probably obliged to clean this beach, but I think the guys who have their own business (I can't say how profitable it is)on the beach, you need to take social responsibility and contribute to the sanitary condition of the beach - sweep, rake, collect garbage, put containers (bins or at least garbage bags) for garbage. It is inconvenient for people who come from remote parts of the city to take their trash with them, this is also one of the reasons for leaving them.
