The company is serious, everything is clearly set. But my question could not be solved. Street vendors at the intersection of Petrova-Satpayev streets throw food waste into my container, which I pay for, and they use it for free. We seem to live in a state governed by the rule of law, which cannot restore order and merchants who do not pay taxes. They're trading anyway. Everyone feels sorry for grandmothers, but they are brought to the place of trade in expensive foreign cars.
