I visited Tashkent for business 10-15 years ago and have never been to such a hotel.
If we use the usual criteria of modern hospitality service (accommodation, check-in, room, breakfast, etc.), then 0-1*.
If we consider it as a "private/private hotel business, then for 2-3*.. a large and bright room is a positive; and a dirty room - floors, sanitary units, bed linen, towels and scratched walls ...
Breakfast is ordered in the evening (the choice is sad).

For a business person, it's a SHOCK; for an immigrant, it's SUPER!.
