I would like to leave a positive review about the work of the Azerbaijani Embassy. I asked about the issue of replacing a general-purpose passport, and was impressed by the speed and simplicity of solving the issue. A commercial store. They do not solve the issues of their citizens, unless for a separate fee. Certificates are issued, of course, for an additional fee, but they do not know whether they are legitimate in other countries. It's a complete mess.
