Then, from 9-00 to 10-00, they begin to invite several people inside. Go to the window, they'll sign you up there. They ask for the full name and call the number in the record (Personal presence does not seem necessary)
Example. We arrived at 7-00 and signed up, 20 in line. At 9-25 we got inside and signed us up for the beginning of August! That is, the queue is more than a month old. We are waiting for you!

For foreign citizens like me, the legalization of a certificate of no criminal record does not follow the main queue on the street. Your turn will start in the same way on the street but separately right at the entrance to the building. Before or after receiving the main queue. An employee will come out and loudly announce if there is anyone with certificates from the embassies. That's when you need to go. You do not need to arrive by 6-7 in the morning. It will be enough to arrive at 8:00-8:30 and figure out who is in which queue.
P.S. if your certificate was not made for you in Belarus, but was transferred from abroad, as if you received it yourself and came to the Republic of Belarus with it, according to the employees, legalization is not subject and is not required. Just a notarized translation. For your own comfort and safety net, spend one morning and make sure whether you need it or not in your particular case. My words should not be taken as instructions for action, but only as an experience I have gained in my situation

I wrote to several agencies, they said that they temporarily do not provide services legalization. And that's what to do in such a situation?!

Contacting this institution is a complete hell. I needed to legalize a marriage certificate issued at the consulate of the Russian Federation. The first time I came to Minsk to legalize, there were technical works, there was no reception, the second time they said it was too late, come by 8, I arrived the third time I stood from 6 to 8, they said wait for 11:30, at 11:30 they said the reception was over. There are fifteen hundred people in the queue, and I, a person who wants to finally legalize relations with my beloved citizen of Belarus, need to be on duty from 3 a.m. with those who issue apostilles for leaving the country. Why is there still no time record in the 21st century? I gave up, apparently I will have to leave Belarus to get married and build a family somewhere else. It's a shame. Life is built from such little things. And when one little thing legally prevents people from fulfilling their life plans, people have to make other choices.

At this time, there is a huge queue (some take a place in the queue the day before in the evening, someone at 4-5 in the morning), as a result, 50-70 people accept documents. Since spring, a huge number of people have been here, mainly for apostille, they stand like our grandmothers received bread on coupons in bad times, humiliating themselves and their dignity, and they are also obliged to pay a lot of money for apostille, which people are ready for! BUT no one from the top there is interested in doing something, unloading, simplifying, from the word - nothing.
The year is 2022, people have been standing in a queue for weeks with foreigners near this small building with 2 windows, and everyone definitely needs to go there, there is no other place to receive or order online in the country! Reading the reviews of 2021, you realize that this lawlessness has been before, and during this time their minds have only come up with the idea of signing up for a queue since spring, but it still didn't work here. Because a small building, inside with 2 windows 1 in the country, just think, respectively, records are already up to February 2023, and now they pay a lot for apostilles, while in the same Russia people calmly order apostilles for a penny, and even ONLINE, horror!!!

When the documents were accepted, it turned out that it was not necessary and only one document needed to be made, but I got worried and started asking what to do with a foreign document, where to go, etc., because I was confused, to which I received a rude answer "We are not an information bureau." The queue was on the street, there were no benches or a special place to wait on the street. The only thing is that the documents are prepared quickly (you go to the bank and pay 14.5 rubles per document, come back and pick up the finished document), I liked it.

The reception hours of documents are 8.00-10.30, I learned what requirements for documents in advance, explained in detail where and what seals, signatures should be, recommended to arrive early in the morning, because there is a large queue. I arrived at 9.30 (I received documents from another authority), the queue is large, 40-50 people, at 10.30, when there were 20 people in front of me, I think the same number from behind, an employee of the consulate came out, asked who was the last one, warned them not to take up the queue anymore. Thank you very much, we accepted everyone. I received the documents in 20 minutes, the bank is nearby.

You need to take a queue from the night to get to the reception! There are no benches, no canopies, there is nowhere to go to the toilet! There is no parking either! Is it really impossible to make working hours longer with such a flow of citizens? The filing of documents for apostille has not been established, people are forced to stand in a live queue on the street at the door of the building for several hours (there is no pre-registration). However, after spending several hours in line, you run the risk of not receiving the desired service, according to the schedule, the doors are simply closed, people are denied services. The piggish attitude towards people is probably the business card of this institution.

I visited this hot spot, I would like to note the reluctance of employees to answer any questions, the official website does not have complete information about the apostille, they do not answer phone calls, and if it happens that someone picks up the phone, they rudely answer that they say they are not obliged to answer questions, referring that all the necessary information is available on their official website. I had to go to them unprepared for 300 kilometers. Upon arrival, it turned out that they did not put an apostille on their work (only on a notarized copy), and was refused. Then a certificate of advanced training was presented, in my case this is a separate additional profession, they referred to the fact that I allegedly had to do this at the Ministry of Education, the second reason for the refusal was that there was no stamp (although it was there), they just did not want to notice it, and they were also presented with a diploma, which also needed apostille, the reason for the refusal was the standard response, the wrong seal (not the stamp), although this was not the case. It turned out that I went just like that, this attitude was a big disappointment for me.
