You can't cancel the submitted application on the website, you went to the post office - they can't cancel it either. So I came to the office and a nice girl (an office employee) politely explained in pure Russian that I could cancel if I hadn't paid for the application yet. In 3 minutes, I canceled the old application and created a new one for 1 IMEI. I immediately paid through PayMe in front of her and everything worked. Thanks a lot to her!
