It is not clear how one can evaluate a building rather than the organizations in it. I will put 5 on the building, it is there, it is being repaired and it is inscribed in a certain part of the city's history.

My impressions are mixed... You can live your life in a queue in an office with one window – everything is so slow (I sat for an hour and a half despite the fact that there were 4 people ahead), but problems with housing and communal services were solved easily and simply by phone, although only in the last instance – with the head of administration)

I contacted the service one window. THREE specialists should be admitted (since there are three doors with the inscription "One window" and with a single admission schedule), in fact, one office works, some woman said in the next office that she does NOT WORK here! The queue had to stand for 50 minutes.
Thus, the "one window" service works with one door, although it could work with three doors.
PS. Of course they do their job. However, previously, the lease agreement for residential premises was registered immediately upon application. And now you can pick it up only the next day after 14.00, having defended this queue once again (you can probably pick it up without queuing, but why make people angry).
Implement an electronic queue.
