A stronghold of the bureaucracy. To resolve the issue, you are offered to first make an appointment for a consultation, where you should be told the GREAT SECRET of what documents are required. Then run around the city, to the brti (the notaries themselves do not know that the BRTI is no longer called that), to the settlement center, where the statement is called in a completely different way. And then NONE of their landline phones answer.
