The customer stands at the checkout for 15 minutes for a very long time and the cashiers work slowly all day, waiting in line. On the second floor, the staff is not responsive, just frowning faces.

It is not clear what the bank manager is paid for, there is no separate window for the exchanger. Each ticket office seems to be deliberately delaying the queue. I've been sitting in the bank for the second hour, even though there are only 20 people in front of me, and lunch is 20 minutes later, but the staff still hasn't thought to open the window for the exchanger.
