Anyone over the age of 16 can sign up (you need 1 photo). Registration on the 1st floor, delivery of ordered books on the 4th floor (30 minutes - 1 hour). Friendly staff. The spoken English club is taking place.
On the downside, the building needs renovation, still from Soviet times.
