The park was founded in 1974 as part of the celebration Thousands of years of Vitebsk, however, its territory still looks more like an ownerless wasteland. According to the official version of the authorities, the growth of trees is hampered by the clay soil on which the park is located.

According to the information of Vitsebskgrazhdanproekt, there is a plan for the development of the park. Its infrastructure should include a concert venue; an ornamental swimming pool surrounded by gazebos; a sports complex; and an amusement park. The park is divided into 4 zones: an Ice Palace zone, an active recreation zone, a quiet recreation zone, and a cultural and educational zone. The construction of the zones was scheduled for 2000, but it was never started due to insufficient funding. Trees were planted on the territory near the Ice Field, but unfortunately they died. The work of the late 2010s was reduced to concreting part of the wasteland.
