I applied for Armenian citizenship, and received an e-mail reply to arrive on 04.02 at office 113 Davtashen Street. I live in Kazan just in case. The plane flies once a week. I bought a ticket and flew in. I walked around the city for 3 days. I went to Davtashen Street. The ticket registration machine is not working. I went to room 113. They tell me that I'm not on the list. I'm going to the head of department 108 office. She tells me that I have to come not on 04.02. but on 02.04. they have it on their computer. He showed me an email invitation. He says I had nothing to do with it. This is a question for the hotline. I call the hotline, they cheerfully explain to me that I misunderstood, the numbers should be read in reverse. In general, I spent time and money. No one has ever explained to me how this is possible. The documents were not accepted. I flew back with nothing. I wonder what they said to the girl who came there to clarify questions about the documents. She has an invitation for 21.02. Maybe there are 21 months in Armenia!!! All this offended me, to the depths of my soul. Finally, I was advised to contact the Armenian Consulate in St. Petersburg, there is supposedly no queue there. So I have to go to all the consulates of Armenia in Russia.
My daughter applied for the citizenship of the Republic of Armenia by her origin. Both my husband and I are Armenians and citizens of Armenia. She submitted the documents in September 2024 in Washington. Without receiving any notifications or feedback, she asked me to find out how things were going with obtaining citizenship. At the end of December 2024, I went to Davitashen. I was assured in all possible rooms of this department and by all possible employees that my daughter's affairs had not been reported to their department. Harutyunyan Seda, the head of the Citizenship Department, was especially zealous in this.I believed her. We called back to the Consular department in Washington, then repeatedly to the Ministry of Foreign Affairs of the Republic of Armenia.Poor employees of the Ministry of Foreign Affairs reported in disbelief that the case had been under Management since the beginning of November 24. That is, almost two months. But the Passport and Visa Department kept telling me that there were no documents and they were not part of their department. That is, they brazenly lied and chased me through the floors and around the city. Trying to get to the head of the Davtyan Department, Nelly, is useless, since she has never been at her workplace during all that time and my repeated visits. Not once.
Realizing that the staff of this institution were blatantly lying, I tried to get an appointment at least with the deputies. I was lucky. Ms. Gevorgyan turned out to be an adequate and decent employee. She went with me to Seda Harutyunyan's office and, after a long, persistent and persistent rhetoric, practically forced her to find my daughter's abandoned and abandoned case and register it in the system. This is after almost two months of the case being managed. At the same time, Harutyunyan Seda did not give me the assigned case number on December 26, but told me to come later, on December 29 in the morning. Which I did. And, as expected, she was not there on the 29th and, as they said, it is not known when she will appear. I had to run all over the Department again. As always, Nelly's Davtyan was not in place. But my operation to extract the assigned number was successful. I finally got it and was able to send it to my daughter. I was told that she would be able to obtain citizenship only after 90 working days, and she would be notified of this through the contacts she had left. Every day, throughout the entire time, my daughter checked the relevant Internet resource and notification contacts. After 90 working days, there was no information on the progress of the case or on naturalization, either on the departmental website or on other notification channels. After calculating all these days, my daughter had to come to Yerevan at random from New York in complete ignorance and go straight to the Department from the ramp. There, after some jogging, it was finally possible to find out that she had received citizenship on either March 23 or March 27, 25, which she had not been notified of in any way. In other words, her case was postponed for almost two months by Gray Harutyunyan, so my daughter was also deprived of the opportunity to follow the case and register online in advance to receive a passport and other documents of a citizen of Armenia. It is logical that due to the situation modeled by the Management staff, my daughter asked to restore at least a partial loss of time and give her the appropriate documents.
Again, Nelly Davtyan is completely absent from the workplace. More hassle. Calls to the government's hotline and, finally, we managed to meet with Nelly Davtyan, but for some reason in the Interior Ministry building at 130 Nalbandian Street.
The bags of my daughter and me were seized (I doubt the legality), and Nelly Davtyan's prepared attack on us began. She ignored the fact that the case had been lying unattended and had been pushed back for almost 2 months, did not answer why she did not regularly visit the workplace, and had no reaction to the boorish and hooligan behavior of employees. She was purposefully just protecting her employees and covering up her own and employees' lawlessness and corruption. But it didn't work out, because the fact of allegedly sending a citizenship notification to an email turned out to be fake. My daughter pointed out that the email they allegedly sent the notification to was incorrect and did not match the email address she had left in writing.Nelly Davtyan had to apologize. After that, she told us to go to the Department to fill out the appropriate forms for receiving all the documents-passport, insurance number and ID.
Which we did. We paid the amount that was announced to us by Bella's employee, who began sending us to Seda Harutyunyan and persuasively asking us to write on our written complaint, due to the fact that the incident had been resolved, and we had to receive the entire package of documents the next day so that our complaint would not be considered. Not intending to conflict, we trusted the staff in the person of Nelly Davtyan, Bella, and Anna, the head of the department, and signed this statement in the office of Mrs. Anna, who called and told us to send our statement to Nelly Davtyan, which turned out to be from the same Seda Harutyunyan, who played a major role in modeling the vile situation around my daughter, and who called us with a request to withdraw the application.By the way, this was mentioned to Mrs. Anna, who personally saw on the phone first an anonymous call and then the phone number from which Seda Harutyunyan tried to intimidate us.
What was our surprise when the
next day they handed us only a passport, we were able to take the insurance number, and the promised ID was the same Bella who told us yesterday that and how we would receive all our documents, now brazenly looked us in the eye and brazenly lied that the ID could ONLY be THROUGH TWO WEEKS TO RECEIVE.
That is, throughout the entire period of communication, the Department's employees are engaged in corruption, lies, disinformation, intimidation, cover-up of lawlessness and rudeness.
Reading reviews about this Management, it just becomes a shame for your people. This is the face of our Motherland, which cannot be so shameless, corrupt and shameful for our people.
There are no complaints about communication, except that during the consultation I was given one list of documents, and others were required at the reception, well, this is already a familiar thing. But the waiting conditions are bad, there are no chairs or benches, people with sore legs, old, pregnant, with children are standing. And the toilet was closed, now only for employees.
It's a complete mess, it's not realistic to get through to get a consultation. There are no queues, all employees are sitting on their phones doing nothing, while everyone is sent for services to register through the website. There are queues at the offices of department heads, which indicates an ugly organization of work. And everyone thinks they're the biggest bosses..... shame

A branch of hell on earth. It is impossible to get through, the attitude towards people is rude and boorish. Employees behave worse than animals and this is reflected in most of the reviews here. The mother received a social security card, and they gave her something else instead. I got a vixen named Armine with red hair. In front of me, she humiliated a man for his poor knowledge of Armenian, but she looked at an American woman with a translator who did not know Armenian at all with obsequious sycophancy. In general, she did everything in her power to make people wait for her longer, and spent several days in the heat in OVIR. Her signature move is, "I'll be right back" and just get lost. Either "come at 12, and she will receive you only after lunch, at 4 o'clock. Or "thank you for coming on time, but I will receive you at 14", you arrive on time, and she says "I have lunch, wait". Says the number of the office where she will be after. After lunch, of course, she's not there. That's how they seem to be bored working there, having fun and having fun with you as much as they can.
This is the first time I have encountered such a hostile attitude in Armenia in more than 2 years of living here. A woman probably with a watchman's syndrome accepts documents for a social card in room 206. She put on a show in front of me about the hard work she has to do here because of me. (It was necessary to change the passport number in the social card). When asked when my card would be ready, she answered me 3 or 4 times, before that she said: I don't know, In the end she told me to come the day after lunch. I asked if it would be convenient if I arrived at 14, they answered in the affirmative. At the same time, I promised to be very polite and calm with her all this time. As a result, it turned out that she had a break from 14 to 15. There are no air conditioners in the building, and there are no chairs. By the way, I arrived on time for my recording time (even a little earlier), there was a large queue there, despite the need to record. If you have a choice, I recommend going to another passport office, if you do not want to face such an attitude and waste a lot of time.
I haven't been able to get my passport for two years. Every year I come across a terrible and irresponsible attitude of employees (the language does not even turn to call them employees) who do not want to perform their official duties. They say one thing — in fact, you get another.
I wish every employee to receive the same attitude towards themselves that you project on others.
We received a social number here. You need to make an appointment in advance, in other institutions the record is for a month, but here you and your wife signed up for a week. We were in room 206, we met a very kind woman, there were no queues, we arrived at 9 a.m. They do not accept without an appointment, they ask for a copy of the translation of the foreign passport and a copy of the birth certificate. We made a copy of the certificate in the next building. The social number was issued immediately. It took us about half an hour for the two of us
Thanks to the beautiful Apinem (I apologize if I wrote the wrong name), 113 kab. We took notes earlier, everything is fast and clear. The most pleasant impressions. Other operators were moving slower.
The situation has not changed for many years. Rude, incompetent, snide employees are always ready to humiliate and enjoy it. The work is worthwhile, the conceit is growing. They do everything to make foreign citizens feel disgusting. There is no complaint book. They answer all the questions - I don't know, it's not me, it's not my business, go back and forth and knowingly say the office numbers incorrectly. Rudeness and cynicism are the real name of the organization.
There is no information on the platforms that in order to obtain citizenship you need to sign up, wait 6 months, that is, wait another 6 months to obtain citizenship. Hence the conclusion that citizens living in another country will not want to return to their native land. The shameful policy of the Republic of Armenia
I applied about the documents , well done , they will help me , they gave a solution to my question , in e l and vy staff
Some issues are solved very quickly
I personally went through everything without any problems))) I received RA citizenship for the first time, the application itself took 10 minutes, and I arrived by appointment and immediately got to the right office, paid for an express passport receipt and the next day I was given a biometric passport 😍 congratulations to myself 🤭
I arrived at 05:30 and couldn't take the ticket. The queue is terrible, places are being sold, changing, a lot of left-wing people get inside the queue. They are trying to displace as much as possible. You need to remember 5 people who are in front of you and 5 who are behind you. They create a stir so that you can buy seats. A place in the queue costs +/- 20k drams. For the sake of appearances, they invite the police and guards who do nothing and do not regulate the order in any way. It's disgusting and disgusting. Administration, do something about it!!!
I received a social number, with the correct set of documents, the procedures took 15 minutes, including queues.
Printing, copying, and translation services are 100 meters away.
I recommend doing the translation on a separate day, it takes time.
A set of docks:
- foreign country
- transfer of a foreign passport
- a copy of the translation
- a copy of the birth certificate
- photo of the seal about the entrance (only color is visible)

Disgusting!!!! On the 3rd floor in room 305, 8th window - an employee is sitting! Incompetent, rude, illiterate, uneducated, complexed boor! He doesn't really know how to explain anything, so he also yells, and even insults!!!How can I complain about it? Where to turn? Offend a pregnant woman, bring her to hellish headaches, nausea, abdominal pain! Who gave her the right to behave like that?! Insulting your parents as well is just not knowing what kind of disgusting person you need to be!!! Who should I contact in such situations? Who is the head of their department? And why do employees allow themselves to behave like this (switch to personalities and so on)? Why is all this not traceable? And such individuals are not properly punished? Why should a person who shone in the queue in the morning have to endure and listen to boorish attitude, insults and so on at the end of the day? Why are they given the right to behave like this???!!!!
A very organized and fast reception for one person. It is clear that there are a lot of people, but the service is competent and polite. Well done thanks
Thank you for the conscientious work of the operator of the Agavni hotline!

To obtain citizenship.
I arrived on Monday, at 6 a.m. There were men there and they were recording people. I was the first and only one, but there were 54 on the list (from Sunday to Monday, people were recorded all night).
At 9 a.m., the ovir opened, the whole crowd went inside. And they began to voice their full names according to the lists. You go out on your last name and they give you the ticket you need. As a result, my ticket was B-44, I got into the office only at 14:00.
I took the photo in a nearby building, very close for 2k drams. Notary is 4k AMD per document (birth certificate, Russian passport). You can safely go for a walk for a couple of hours, because the queue is very slow. There are 120 coupons per day. There is a shopping center nearby, there is a canteen (it is from 11:00), very tasty and cheap.
I came to do a social number today. I came with all the necessary documents. I was immediately greeted rudely, rude, yelled at, told not to come without a birth certificate. They just yelled at me and kicked me out.
Terrible service. They have created a "list" with Armenian citizens who are not allowed to receive a ticket. The service is running very slowly. Employees are rude. Some pass without a queue and without a ticket, those who pass with coupons, employees say that it is not their turn.
Disgusting. They started shouting at me for not having my birth certificate with me. I'll go, no problem. Why yell?! Voskanyan, Deputy head of the department, if it somehow improves the service
Yes , 16 people stood in line , yes, the device did not work well and did not immediately take a receipt to the queue , but they made the document in ONE day!
As a result, everything is fine 👍

Friends, in order to apply for a residence permit, it is now mandatory to pre-register for an e-request am. Please note that there are no available seats for the next 20 days. The certificate is valid for a month.
