This is some kind of nightmare! 21st century, and the room is not heated! The notary is sitting in a jacket at the reception, the staff are in jackets! It seemed to me that steam was coming out of my mouth, but the notary is not the poorest organization, and it cannot even provide people with normal working conditions!
