The bank does not care about its customers at all. There was a debt for servicing the card, for some reason the bank blocked the card. Where is the logic? If there's a minus on the card, I can't pay it off.
As a result, when the money was credited to the card, it can no longer be credited to the account because the card is blocked! Now they can't write off this minus and unlock the card. When they can, the answer is: maybe within a day. An excellent bank, there is no way to immediately write off the commission upon receipt of money, as in all normal banks, so they cannot write off the commission and unlock the card.
Now you also need to go to the info kiosk to put money into an account that they cannot come to from the card. And then maybe a miracle will happen, their "smart" system will deign to write off the debt, and then unlock the card. But this is not accurate. It is also not clear when the system will write them off.
Bottom line: the money from the account was credited to the card, but the "smart system" did not debit it, the card is not unlocked. That is, if you want to wait for the unknown when you will be allowed to use your money, then this bank is for you👍
