In the morning, I came to a state institution to receive an IIN for non-residents of the Republic of Kazakhstan. I was given a coupon with the inscription "Speed", and indeed, just 10 minutes later I was received by a group of employees under the appropriate sign. They scanned my Russian passport.
Since I didn't have a local phone number yet (by the way, it can be issued in Tele2 using a foreign passport in advance), the employee suggested using her WhatsApp number. By four o'clock in the afternoon, they sent me a ready-made IIN RK.
Excellent PSC, I always went there, now only as a last resort, when there is no way to do something on my own. I really like the online recording service, in order not to stand in line once again, you make an appointment in advance for a specific time and come.
It seems at first glance everything is for people, but when you start to make out something, they start to go back and forth, although everyone should provide an electronic no, they are not satisfied with constantly demanding some kind of paper with seals , hence the conclusion that they hire uneducated and little-understanding staff
There are always a lot of people. The employees are not very polite, although the government is for citizens. I think it is very difficult for elderly people who do not own a PC and other gadgets. The reception is small and the queues are long. Once I booked a place to enter without queues, which is especially important in a pandemic, but nothing worked out. The managers are not quite coping. The papers that fall to us are all written in small print, elderly people ask us. The toilet, as I understand it, is also not for everyone. But this is a public place. I would like to praise one male employee, he limps a little, he knows his job well, is a little harsh, but in general he does things quickly and efficiently.
Terrible and very long service from the 1st to the 4th window! The telephone consultation is not entirely accurate, they say one thing, but upon arrival it turns out that documents are still needed! I have to drive several times, the girls always go out somewhere, talk on the phone!
The staff is not always polite, in general, you can get a service if you stand in line for a long time, then they will tell you that some piece of paper is missing and there is a queue again....

The procedure for obtaining certificates is based on the principle of *Self-service*. Elderly people who do not have computer skills, lack of confidence in the correctness of their actions, slowness create queues and nervousness among visitors.
I went to get an address certificate and spent the whole day on it. An outsider born in 1938 was registered at my address, whom I took off from my address all day. They drove both in the BTI and on the KShT.
Not very competent specialists, they cannot specifically answer questions, they have to come several times to bring one document or another, it was impossible to immediately list everything that needed to be brought.
Why was the PSC moved to the Pushkin Library. Where has this been seen. It's a shame. There aren 't even any specialists . But librarians work instead of them.
