We arrived in Baku and had only rubles with us. The most profitable course turned out to be at Kapital Bank. The system is like in any Russian bank - you need to select a category at the terminal, and get a coupon, then the number will appear on the screen. The interface in the terminal is in Azerbaijani, but the staff will help you in Russian.
