There are huge queues all the time. They are not considering the issue in any way to eliminate it. It takes one passport officer 30 minutes to receive and fill out passport documents, and then they can still sit and wait for a person who, for example, went to pay for services at the bank. For example, consider at least a separate queue for WWII participants and disabled people of groups 1 and 2, there are people in serious condition.

"One window" is just the name. Because of incompetence and ignorance. You will run there many times. And when asked where I can get this or that certificate, I was answered "Open the Internet and look for yourself" the question is what it is needed.
