This is not an observation deck, it is the same staircase as on the other side of the canal. This bank of the canal at the Tsnyansky reservoir is higher than the opposite one, so it seems that we are on an observation deck. The shores are bordered by beautiful trees, some branches touch the water, and excellent views are created.
