The review is not about the department, but about the service as a whole. I applied to open an account, they said they would call me back, in 5-7 days, no one dialed, after 2 weeks I asked in the chat, they said wait. After 3 weeks, I call the hotline, they say that the application is in the stop, they did not get through 2 times (no one called me), they ask me to drive up to the same department to reopen the application. I'm going from another city to the department, I say that I need to reopen the application, they say that I was refused.
No one contacted me at any stage, the chat was answered normally 1 time out of 3. The classic answer, which was just hilarious: when asked to send the address of the branch where I applied, I sent a copy paste from their website, in response it sounded: we do not have a branch at the specified address.
