How do I determine where the city center is located? Either look for the zero kilometer, or the TSUM. Usually, in TSUms it is expensive, rich, chic choice and interior, but in Kokshetau this is not the case. A pile of nooks and crannies, incomprehensible departments, just like in the market, exactly.
