We applied to this bank in Tashkent on 07/27.23 to receive an Asia Express express transfer (the cards of Russian banks in Uzbekistan ceased to be serviced on 07/24.23 and this was one of the few ways to get money, make a transfer to ourselves).
And it would seem that everything should have gone quickly and painlessly, because it was in this bank only in the branch of the Samarkand bank that we already opened an account (there is an earlier review, who is interested can get acquainted). And then the quest "walking in torment" began. Even if you have an open checking account, but there is no registration at the place of stay in their opinion during the first three days after arrival in the country, then their internal security service did not approve the issuance of your money to you. They tried to explain that their president himself had given relief to tourists from Russia and allowed them not to register at their place of stay if the trip was for up to 15 days, but no one had ordered them.
We talked to the bank manager, he said:"I understand everything, if the security service approves, then I don't see any problems."
We searched for information on legal websites, links to laws and acts. They provided information to the operator and she consulted with someone else on the phone and waited sooo long for an answer.
We found out that yes, registration is required within 3 days only if you come to work or study. I tried to explain on my fingers and showed the plane tickets, the hotel reservation, that we had only 4 hours left (it was already closer to lunch on Friday) in order to urgently find a job, get an interview and actually work, because we fly out on Saturday night). It didn't help. And only when they contacted the hotel, they were sent a list of hotel stays and indicated the period, they still gave us our money. And even the dollar-to-sum exchange rate was close to the Central Bank's rate. We spent almost 2 hours there and could have walked around the city and enjoyed the sights.
In general, the conclusion is this, people take cash with them and you will be happy if you meet the budget and you do not have to use "such" banking services. I was not satisfied with the speed of service and the level of competence of the employees, their customer orientation is close to zero.

I called support, asking if the cards are issued by non-residents. The answer is given out. I asked for the extension number of the main branch to be sure to clarify. The answer is the same. I came to the bank, where I found out that non-residents are not issued, there are no official reasons.
