Maybe my information from personal experience will help someone: to purchase and sell, you need to submit: 2 applications (for purchase from the buyer and sale from the seller); 3 purchase and sale agreements; 2 payments for computer services (in the name of the seller and the buyer), payment for registration of a used car or new numbers in the name of the buyer; 2 passports and a technical passport. I printed out the application form from the website in advance (the exact sample is hanging on the window where the documents are accepted). The application forms for purchase and sale are the same, the car data is at the bottom, the buyer's data is on top of one form, and the seller's on the other. There is a paid service for filling out applications and contracts in separate windows.
Fortunately, there is an electronic queue, which is located in the next room, where you can sit down.

I passed a medical examination, made payments on the ERIP, and assuming that there would be huge queues, I arrived at Avtograd by 9 a.m. Literally within 10-15 minutes, without any queues, I submitted all the documents and took a picture for a new license. All. But to pick up a new driver's license, I had to wait 5 and a half hours. The regulations are issued after 16:00. Fortunately, I had to look at some spare parts and went staggering around the construction and landing center. Therefore, if you want to save time, go to be replaced after lunch - even closer to 15:00 is better. You will still get new rights with everyone after four.
The replacement of the driver's license is quite fast. It is necessary to make several payments before submitting (it is most convenient to make them through the ERIP). After submitting the documents, you will have to wait a little while when you will be called to take pictures and sign.

The parking area is so broken up that it is suspected that its owners are in cahoots with the repairmen! It is impossible to enter and especially leave without beating the car in the pits to a pulp! It's time to sue the culprits, but who are they? How can drivers be fined, there are so many who want to, but there are no culprits here? Only cars are sent for repair immediately after registration! But a lot of money is being collected in this building...

There's an electronic queue inside, I've seen at least three vending machines, that's a plus, but one works. A waiting room with benches and an electronic queue board is a plus, the scoreboard shows a queue only for Minsk, there is no queue for the Minsk region. Well, the issuance of rooms in a live and very long queue! But it's a plus pretty quickly)

Oh, the horror. There is no information on the algorithm of actions when registering vehicles. Employees are rude, do not answer questions, or respond with undisguised disdain and arrogance. They enjoy impunity because people have no time to deal with complaints. The queues are huge. It's a hellish place. But the main negative is caused by the staff.

There are very long queues, in particular, the queue for payment at the bank on the spot, and it would be possible to increase the number of working windows. The submission of documents itself is also difficult, at least a hundred people will be in front of you. The issuance of measurements and documents according to the schedule every hour for 15 minutes of work, thereby again collecting a queue. With so many people, it's time to reconsider the principle of operation and change something for faster service.

There is nowhere to get any information on non-standard issues: there is a phone, even a real phone call (that is, the dial tone is on), but it's corny that no one EVER picks up the phone. You have to go through the whole city (the location is inconvenient - there is nowhere further to the subway, if a person is not by car, leave in the evening, you will get there in the morning), on the spot - there is no information window from the word at all. There is a stand, which of course lacks exactly the information that you need. In order to ask a question, you need to take a ticket to the queue at least somewhere and it's not a fact that they will answer you there (because "this window does not deal with this issue"). If providence is on your side, you will be able to accidentally jump up to some window without queuing, and if you are lucky and you are not stoned by those who are also in this queue, you will have information! 1.5 there, 1.5 hours there and 1.5 back. 4.5 hours and hooray, you asked your question. And God forbid, upon returning home, it turns out that you have not found out everything. Then put off another 4.5 hours of life for the next question. And yes! It's not a fact that the same thing will be answered in different windows. Therefore, be prepared, having received the information, to prepare, come, and then find out on the spot that everything is wrong and not that.
