It would be wiser for the administration to make street parking free, which are always empty.
Then the people would be more willing to stretch, life would boil over at the station. Income from tenants would have increased. In the meantime, the station building rejects people - even at the parking stage. That's why people don't want to be in this building for an extra minute.
